The end result will be all the green enabled modules in the picture below.

I just finished to read your ideas about drupal module management... I wrote something similar a while ago...

My idea would be to push for a more expressive language in module meta-data and then use state of the art tools (basically the same technology used in many linux distro) to install modules, resolve dependencies and conflicts (that at the moment are tragically missed and would simplify admin's life a lot).
